Important price reduction in Bolivia.

NIC Bolivia has lowered the prices a considerable amount for second level domains (.BO).

This price decrease will be effective from today by the NIC.

NIC Colombia Interview.

NameAction visited Colombia to follow closely the process of registration of domain there.

Juan Diego Calle (General Manager), Eduardo Santoyo (Vice-president of Corporate affairs) and Nicolai Bezsonoff (Vice-president of Operations) of NIC Colombia had the kindness of receiving us and respond our questions.

Here we are transcribing the interview made on February 25th 2010.

1.- How many new domain name have been registered since the opening of domains .com.co and how many you expect to register in the first year?

Since the opening of domains .com.co we have registered 4.000 domains and expect to register 400.000 during the first year.

2.- How was the process of registration during this stage?

We believe it was good, the peak of 3rd level domains was a pleasant surprise. On the other hand the lack of accredited registrars was not good since it increased the prices because of lack of competition. From the 9 accredited registrars, only 3 participated: GoDaddy, my.com.co and InternetX.

3.- Is it possible to know the proportion of companied from Latin America, USA and Europe?

At least half of the companies were Latin and mainly Colombians.

4.- Why people needs to register their domain .CO?

The answer is in 3 ideas we use here constantly:

I.- The .CO is a global domain, with this we mean that it is distributed globally by the main net registrars.
II.- It has recognition, is intuitive and globally legible.
III.- The .CO has credibility.

In more than 20 ccTLD´s the .CO is sued as part of the domain, practically in every continent there is one .CO.

The letters .CO are known around the world and they have a significance. In a survey made to 600 people in the United States where the question was, what does .CO signifies? 75% responded “Company”.

It is not necessary to sell .CO as synonym of “Company”, it has immediate recognition. Additionally .CO means the same thing in the main languages.

Also, .CO has a lot of technical credibility since it has the support of a strong, solid and with a lot of experience company like Neustar that already operates domains like .BIZ, .Travel, etc.

There is a policy of keeping the domain clean and a technical operation top of the line.

The management policies also give credibility to the .CO since they have been adjusted to the international setting. The management is regulated by the Ministry of Communication.

5.- Which is your main market?

There are 2 products:

I.- Global product which is the new domain under second level .CO.

The focus is to search for small and medium companies that are starting on the Internet, at the time of registering their domain, to give priority to .CO over other extensions.

II.- Product for Colombia .COM.CO.

The idea is that this extension works for local companies like dentists or others for which the .COM.CO is perfect.

6.- How does cybersquatting gets solved?

There are various tools that help in this subject.

I.- Have a group of registrars that have control points.

II.- A higher price that demotivates piracy.

III.- A policy that punishes false information on a domain. If there is false information the domain can be cancel.

IV.- A robust WHOIS that prevents anonymity and allows visibility for the registrant.

V.- The UDRP (Uniform Dispute Resolution Policy) allows to recover the domain through arbitration.

VI.- Through the regulations approved by the Ministry a person that tries to damage a third party is punished with the domains cancellation and also allows to go to civil courts.

7.- Will ICANN be in Cartagena this year?

There is interest. The proposal to have ICANN in Cartagena was already presented because it is congruent with the new era of the .CO, plus there has never been an ICANN in Colombia.
The technical evaluation of Cartagena was already made and it fulfilled all the requirements.

This will be define in Nairobi.

February 7th, COM.CO domains without restrictions.

Good news to those that tired to register their domain .com.co (Colombia) and could not because of the requirements of having a trademark and the obligation of sending notarized documents to prover the existence of the company.

From February 7th any person or company, either national or foreigner could register domains com.co and net.co without any restriction based on the system "First come, first served".

.Co Domains Managment Begins on February 7, 2010

Next February 7th initiate his operations as manager of the domain .CO, the Company: CO INTERNET SAS.

From this date the most important changes will be:

Any natural or juridical person, resident or foreign will be able to register a domain .CO. excluding the extensions org.co, edu.co, mil.co, and gov.co which have special requirements.

The domains will be registered through several registrars, allowing competitive prices and services of “added value”.

The documentation and the steps are simplified, therefore it will be possible to register a domain on line just in a few minutes. The previous verification will be eliminated.

It will be possible to register an unlimited number of domains

Domains will be able to be registered from 1 to 5 years.

Domains will be able to be transferred between holders.

Since March 2010 it will be possible to register Second level domains like www.example.co the process is in 4 phases:

Phase 1:
Those that have a domain registered .co before July 30, 2008 will have priority to register the same domain in the second level. Between April 1 and April 20, 2010.

Phase 2:
Those that have trademark in Colombia before July 30.2008, will be able to register his domains.
Between April 26 and June 10, 2010.

Phase 3:
Anyone will be able to request a domain with a fee higher to the normal one.
In case of coincidences an auction will be done.
Between June 21 and July 13

Phase 4:
the registration will be open to the general public on the base of " First Come, First Served ".

The registration will be done with the registrars and from 1 to 5 years.
It begins On July 20.

Registration of 2nd level domains for .DO is approved.

NIC DO will allow the registration of 2nd level domains from December 10th 2009.

General Requirements:

·To protect the current registrations it will start with a pre-registration period.

·NIC DO will register directly under .DO all the domains registered before October 30th 2009 under 3rd level that until November 30th 2009 do not present any pending payment.

·NIC DO has a list of domains which could not be registered, for example: terms related to IANA, ICANN, Internet, New gTLDs, etc.

·Domains with less than 2 characters, domains with cities of Dominican Republic, if domains are in process of a Lawsuit, etc. can not be registered.

·In cases where a domain of 3rd level is registered to 2 different owners the one with the oldest registration will keep the 2nd level.

·The information of the pre-registered 2nd level domain will be the same as the domain of origin (3rd level).

·Domain names requested under pre-registration will have to be completed before March 10th 2010, at that time if the registration is not complete it will become available for any interested person.

·The domain name will not resolve by the DNS until the payment for registration has been done.

·Domains can only be registered for 2 years minimum.


New Policies for Controversies for domain Resolution

New mechanisms are created to solve 2 types of controversies:

1.- Controversies between the owner of the domain and NIC.DO

Every lawsuit, controversy or complain between the owner of a domain name and NIC DO, resulting from the application of these policies or related to the same, its failure, its interpretation, etc. must be solved directly by them, and by default, will be subject to arbitration by the Counsel of Conciliation and Arbitration of the Chamber of commerce and Production of Santo Domingo, Inc.

2.- Controversies between the owner of a domain name and a 3rd party.

In case of a dispute or controversy between an owner of a domain name and a 3rd party regarding a registration or use of the domain name, this dispute or controversy will be subject to the disposition established in the Politics of Controversy resolution in matters of domain names for .DO and the Requirement of the Policy of resolution of controversies in matters of domain names (The Regulations) for .DO and the Additional Regulations of the provider of the controversy resolution regarding domain names.

NIC DO has selected the Arbitration and Mediation Center of the WIPO to manage the controversies.

Published Regulations for Domains .AR

In the Official Bulletin of November 11th 2009, the Resolution 654/2009 of the Ministry of Foreign Relations, International Commerce and Cult, has been published with the new regime for domain name for Argentina (Nic-Ar ).

Norms regarding the 200 domains per entity under extension .COM.AR and .ORG.AR, requirements applying to the Registrant entity, for domain transfers and proceedings regarding revocation of domains, are confirmed.

Which ccTLD will have the biggest growth?

In the web site http://answers.polldaddy.com/poll/2274716/ a Survey
is trying to answer the following question:
Which ccTLD will have the biggest growth in the next years?
Right now, India .IN is winning with a 20% followed by .US of United States
with a 11% and then Canada .CA, Colombia .CO and Germany .DE are tied
with a 6% each.
