Registration of 2nd level domains for .DO is approved.

NIC DO will allow the registration of 2nd level domains from December 10th 2009.

General Requirements:

·To protect the current registrations it will start with a pre-registration period.

·NIC DO will register directly under .DO all the domains registered before October 30th 2009 under 3rd level that until November 30th 2009 do not present any pending payment.

·NIC DO has a list of domains which could not be registered, for example: terms related to IANA, ICANN, Internet, New gTLDs, etc.

·Domains with less than 2 characters, domains with cities of Dominican Republic, if domains are in process of a Lawsuit, etc. can not be registered.

·In cases where a domain of 3rd level is registered to 2 different owners the one with the oldest registration will keep the 2nd level.

·The information of the pre-registered 2nd level domain will be the same as the domain of origin (3rd level).

·Domain names requested under pre-registration will have to be completed before March 10th 2010, at that time if the registration is not complete it will become available for any interested person.

·The domain name will not resolve by the DNS until the payment for registration has been done.

·Domains can only be registered for 2 years minimum.


New Policies for Controversies for domain Resolution

New mechanisms are created to solve 2 types of controversies:

1.- Controversies between the owner of the domain and NIC.DO

Every lawsuit, controversy or complain between the owner of a domain name and NIC DO, resulting from the application of these policies or related to the same, its failure, its interpretation, etc. must be solved directly by them, and by default, will be subject to arbitration by the Counsel of Conciliation and Arbitration of the Chamber of commerce and Production of Santo Domingo, Inc.

2.- Controversies between the owner of a domain name and a 3rd party.

In case of a dispute or controversy between an owner of a domain name and a 3rd party regarding a registration or use of the domain name, this dispute or controversy will be subject to the disposition established in the Politics of Controversy resolution in matters of domain names for .DO and the Requirement of the Policy of resolution of controversies in matters of domain names (The Regulations) for .DO and the Additional Regulations of the provider of the controversy resolution regarding domain names.

NIC DO has selected the Arbitration and Mediation Center of the WIPO to manage the controversies.

Published Regulations for Domains .AR

In the Official Bulletin of November 11th 2009, the Resolution 654/2009 of the Ministry of Foreign Relations, International Commerce and Cult, has been published with the new regime for domain name for Argentina (Nic-Ar ).

Norms regarding the 200 domains per entity under extension .COM.AR and .ORG.AR, requirements applying to the Registrant entity, for domain transfers and proceedings regarding revocation of domains, are confirmed.

Latin American Domains Statistics - September 2009

The statistists of Latin American domain name until September 2009 can be checked in:

Relevant information:

Today there are more than 4.86 million domain names delegated in the region an approximate increase of a 1.86% since last month. This at the same time represents 17.40% of growth in this year.

The yearly growth is leaded by the ccTLDs .BR, .AR, .MX and .VE.

During September the ccTLD that showed the most percentage increase were:

- .AI (1348.15%)
- .GD (4.53%)
- .MX (2.79%).

The ccTLDs with the most absolute value growth were:

- .BR (39496),
- .AR (31872) and
- .MX (9806)
- .CL (3923).

The growth in the .AI is shown since they opened the registration for foreign requesters since the registration was allowed only for nationals.

Serious Domain situation in Honduras.

Last Friday (September 25th) Government employees of Honduras went to the offices of the ccTLD .HN stating: “ Until this date CONATEL has not subscribe an agreement with any public or private institution, therefore it is necessary to order the institution that has been managing and delegating domains .HN the immediate suspension of this service, because it has been taken place aside from what it is stated in article 79B from the General Regulations of the Framework Law of the Telecommunications Sector”

They also order that:

1.- the immediate suspension of all the activity related to registration and delegation of new domains under .HN.

2.- orders that RDS to give CONATEL a list of domains .HN and registrations that have been given.

Article 79B from the General Regulations of the Framework Law of the Telecommunications Sector states:

“It is CONATEL`s faculty the regulation and administration of domains and IP addresses within the national territory. CONATEL can take the necessary measures so that the management of domains and IP addresses can be done through public or private institutions, therefore will subscribe agreements and emit corresponding regulations”.

NIC Portugal is offering a new service that allows, at the same time, to verify if the word I want to register is already taken as a domain and/or trademark in the country, also detecting if that word is contained in an existing domain or trademark.

This new tool will help prevent conflicts with trademarks and domains in Portugal, allowing the registrant to have a clear and precise idea of the situation in which its identity is in at the moment of requesting a domain.

NIC.PE: New Strategies for Companies.

The Telecommunications company, Red Cientifica Peruana (RCP), hopes to equip in the next 3 years up to a million of small and medium enterprises (SME) with an institutional web site, as part of a platform that helps their competitiveness.

“90% of the SME do not have identity on the Internet. We want all to use the domain .pe as a DNS symbol. We hope to launch this mechanism with strength in 2010”, asserted Rolando Toledo, general manager of RCP.

Also added that the Information and Communication Technologies (IT) will help SME to compete with national and foreign pairs, in the frame of commercial agreements in which Peru has subscribe, Andina announce.

He explained that technology tools will facilitate the marketing work of those businesses and will allow entrepreneurs to dedicate to their products.

Declared, “development of platforms for security, connectivity, electronic business, online service systems and accounting programs. SME need these tools that are used by bigger companies”.

On the other hand, stated that the sector has been able to bear the international crisis and that are reactivating some projects that delayed the investment plans of the RCP due to the international financial crisis.

Said, “we will grow 10% this year. The second semester of 2009 will be very interesting although we are conservatives. We hope to a turnover of almost US$5 million”.

Toledo estimated that by the end of the year they would have given their clients close to 50 thousand internet domains and mentioned that they count with thousand bloggers in their free blogs service or personal logbooks of Internet.

Concluded, “this is a long-term marketing bet. Just by developing the blog platform and being successful will benefit us as business through the publicity that is put in these spaces”.

New operator for ccTLD .CO

Eduardo Botero from the Ministry of Communications in Colombia has informed that the process of Tender for ccTLD .CO in Colombia has concluded and that the consortium that won the Tender was .CO INTERNET S.A.S. This is a Colombian company that resulted from the interest of an important group of Colombian companies, Arcelandia S.A. and NeuStar, an American company with a lot of experience in the domain registration business.

The management structure for the service of .co domains is compose of Eduardo Santoyo (ccTLD manager), Juan Diego Calle (CEO of .CO Internet) and Nicoli Bezsonoff (Project Director).

The new policies, that, along others, will open the registration on the second level, the integration of IDNs and make the registration the process more time effective, also the appearance of Registrars and the development of spaces and mechanisms of protection of rights and the solution of controversies.

Important points:

· The domain registration will be completely open.
· More competitive and accessible prices are expected
· For the launching of the second level, once of the requirement of the Ministry is have a gradual offering (Sunrise).
· For domains of second level those who have registered a domain before the approval of the new politics (July 30th, 2008) will have priority.

Opening Pricing for Domains .MX

Starting on September 1st, a special pricing scheme will be in place. During this scheme, the initial registration fee for domain names directly under .MX will start at USD $1,000.00 and will be decreasing gradually over the time to be as low as USD $35.00 on October 31st. After this date, the regular registration fee will be set at USD $50.00.

NIC Mexico also confirms that the registration fee for the other classifications (.COM.MX, .ORG.MX, .EDU.MX, .NET.MX, .GOB.MX) will not be increased.

Government and Banks will create “banco.ar”.

With the creation of the new extension “banco.ar” it is seek to hinder virtual fraud against users of Home Banking in Argentina.

The creation of this extension will give even more strength to the idea of creating new secure spaces in the virtual world through restricted domains that will allow more security for users.

Brazil already adopted this idea creating the extension “B.BR” that can only be used by financial entities that accredit a high level of security against virtual fraud.

Some weeks ago the national government and banks that operate in the country started to work on the creation of this extension oriented specifically for Argentinean Banking activities, with the objective of reducing virtual defraud cases, known as “phishing”.

“Phishing” is the capacity of duplicating a web site to make the visitor think that the web site is the original, instead of the forged. The idea of the mislead is to acquire confidential information of the user, like password, credit card or financial/banking information.

The criminals take advantage of the expansion of the Net, formed by millions of users, where the target never gets exhausted. However, phishing frauds have become more sophisticated and the criminals have developed “a threat thought for each user (thought for each user)”: The banking fraud is the most usual professional computing crime. The criminals attack the system in their weaker link: the client, or now even more, its personal computer.

Colombia will be accepting bids for .CO on June 23rd.

Rick Latona comments on his blog that on June 23rd. Colombia will be accepting bids to manage the .co extension. His source tells him that “Verisign, Straat Investments, Affilias, Argus and Technology Services (GTS), among others, have all expressed interest in and will most likely place bids to be the administrator of the extension.”

Rick Latona points out “finally real competition to .com”. “After all, .com means (commercial) where .co traditionally means Company. In many ways .co makes more sense than .com for a company´s domain name”.

.MX Domains with a bonus of 1 year.

NIC Mexico has informed us that during this month they will be adding a year to the expiration of all .MX domains registered during May 2009:

The Registry .MX, recognizing customers loyalty and with the aim to offer total coverage paid, will extend the coverage for an additional year for those domain names directly under .MX that are registered during May 2009. That is, if you registered a domain name today May 22, 2009, the expiration date will be May 21st, 2011.

NIC ARGENTINA LIMITS TO 200 THE .AR REGISTRATION

Because of abuses on the registration of domains in Argentina where some entities (Entidad Registrante) have thousands of domains, it has been establish a limit on the number of domains allowed per entity (Entidad Registrante) to 200 domains under the extensions “.com.ar” or “.org.ar”.

The basis for this decision are the following:

- Article 1.071 from the Argentinean Civil Code, which establishes “… The law does not protect the abusive exercise of the rights. This considers those who exceed the limits impose by the good faith, moral and good behavior”.

- The increasing Internet community, pretending to access domains which are adequate to their necessities are found to be limited by a natural person or company who register domains merely by speculative reasons.

- 25% of the total of domains registered have been requested by a 0.17% of the entities registered in NIC Argentina.

Entities with more than 200 domains.

From the publication of this present Resolution on the Official Bulletin, the entities (Entidad Registrante) with more than TWO HUNDRED (200) registered domains:

Will not be able to register new domains.
Will not be able to receive transfers from third parties.
Will be able to renew up to TWO HUNDRED (200) of the registered domains.

This limitation is applicable to the pending requests, which will be deleted insofar as the requests made by the entities (Entidad Registrante) which already have registered TWO HUNDRED (200) or more domains.

Extension of the Limit:

In case an entity (Entidad Registrante) needs to register more than the limit TWO HUNDRED (200) domain names, must send a letter to NIC Argentina for each new domain, where it should base the necessity of the additional domain over the establish limit and declaring the legitimate interest, goods and services with that name, or if it is known publicly under that name.

Those domains given over the limit of the TWO HUNDRED (200) domains (exceptions) will not be able to be transferred to a third party.

Stages for the Registration of .MX

There will be 3 stages for the Registration of .MX
-----------------------------------------------------------

· Pre-Registration
· Waiting Period
· Initial Period of Registration

Pre-Registration:
-------------------------

Duration: May 1st 2009 to July 31st 2009.

The domain names already registered before May 1st 2009 will be blocked so that they are not able to be transferred or deleted during this period.

An accredited Registrar before NIC Mexico is needed (check list).

On this stage ONLY those who have registered a “Domain of Origin” can request a .MX domain.

“Domains of Origin” is any domain registered before March 1st 2009 under any of the following extensions: COM.MX, .NET.MX, .ORG.MX, .EDU.MX, or .GOB.MX.

The information of the .MX will be the same as the domain of origin.

Under .MX the exact domain name of “Domain of Origin” will be able to be requested.

If there are more than 1 request the domain .MX will be given to the one that has the seniority in “Domain of Origin”.

A domain name that is already registered can not be requested, when a domain name is reserved or when the “Domain of Origin” is in Transfer Process.

The domains name will be registered for 1 year.

The price will be US$35.

The information of the assigned domains can be checked at www.whois.mx.


Waiting Period:

Duration: From the 1st to the 31st of August 2009.

No new request will be received only the pending requests will be processed.

The requests from the 1st stage can be checked at www.whois.mx.

In case you are not satisfied with how the domain name was assigned during this period you will have a chance to initiate a claim.

At the end of this period, the domains are were assigned under .MX will be activated.

Also at this time, the unblocking of transfers and deletion will be done for those registrations before March 1st 2009.


Initial Period of Registration:

Duration: September 1st to October 31st 2009.

Any person interested will be able to request a domain.

The system “first come, first served” will apply.

The registration period will be for 1 year.

A special outline for prices will be used, escalated, starting with the highest price to be decreasing gradually.

The charge will apply immediately.

There will be reserved domains as for example domains related with ICANN, IANA, etc.

No domains with 1 or 2 characters will be allowed with exception of those that were registered before May 1st 2009.

The Tender for the .CO domains starts

On March 31st the Ministry of Communications of Colombia has opened the tender for domains .CO.

The new administrator will be in charge of promotions, management and technical operations for the domains .CO although the Ministry will have under its responsibility the definition of politics, control of the activities and the surveillance of domains .CO.

Second level domain will be approved, therefore directly under .CO, for example business.co. Also, it is said that the cost of the domains .CO could go down in an 80%.

After the selection of the administrator of domain.co, starts the approval from the responsible entity of the coordination of the worlds domain names system (ICANN) so that the politics approved by the Ministry of Communications come to effect.

Extension .NET.BR Will Be Liberated.

NIC Brasil announced the next liberation of the extension net.br
to allow brazilian people and companies to register it.

Today domains .net.br are allowed only for companies related multimedia
communication, networks, specialized circuits and those having autonomus
systems connected to internet.

On april 06 will, begins a sunrise period of 6 months where the owners
of a .com.br will have a reservation for the same domain name under
.net.br and they could ask for it. This period will finished on October 6.

On October 27 the registration of .net.br will be free for any one with
local presence.

Steps to register a domain .MX

I.- Pre-Registration Period:

Only those who have registered the domain under .COM.MX, .NET.MX, .ORG.MX, .EDU.MX, or .GOB.MX before MARCH 1ST 2009.

Example: If you have registered store.com.mx you will be able to register store.mx

Considerations:

- The new owner of the domain .MX has to be the same as the .COM.MX.

- If two people request the same domain name the priority will be given to the person who has the registration under .COM.MX, .NET.MX, .ORG.MX, .EDU.MX, or .GOB.MX the longest (before).

- The domains will not be able to have less than 3 characters.

Period: The registration will be for only 1 year
Price: US$35
Duration: 3 months (May 1st 2009 to July 31st 2009)

II.- Waiting Period:

During this period no new request will be allowed, but the requests during the Pre-registrations will be processed.

Considerations:

- All the domains requested and assigned will be activated at the end of this period.

- In case it is considered that the domain name was not assigned under the rules and policies of the Pre-registration period, the owners could initiate a “Process of not Approval of the Assigned domain name under .MX” for which they have 20 days.

Duration: 1 month (August 1st 2009 to August 31st 2009)

III.- Initial Period of Registration:

The registration of .MX will be open for general public.

Considerations:

- The requests will be process by order of arrival (first come- first served).
- The domains will not be able to be shorter than 3 characters.

Period: The registration will only be for 1 year
Price: A new price list will be used which will be published at a certain time.
Duration: 2 months (September 1st 2009 to October 31st 2009)

** There are some reserved domains which will not be able to be used.

Very Important:

Register you domain .com.mx before March 1st 2009 you will have priority to register that domain under .MX.

NOTE: Make sure the domain name is not registered already under .NET.MX, .ORG.MX, .EDU.MX o .GOB.MX.
