Last Friday (September 25th) Government employees of Honduras went to the offices of the ccTLD .HN stating: “ Until this date CONATEL has not subscribe an agreement with any public or private institution, therefore it is necessary to order the institution that has been managing and delegating domains .HN the immediate suspension of this service, because it has been taken place aside from what it is stated in article 79B from the General Regulations of the Framework Law of the Telecommunications Sector”
They also order that:
1.- the immediate suspension of all the activity related to registration and delegation of new domains under .HN.
2.- orders that RDS to give CONATEL a list of domains .HN and registrations that have been given.
Article 79B from the General Regulations of the Framework Law of the Telecommunications Sector states:
“It is CONATEL`s faculty the regulation and administration of domains and IP addresses within the national territory. CONATEL can take the necessary measures so that the management of domains and IP addresses can be done through public or private institutions, therefore will subscribe agreements and emit corresponding regulations”.

NIC Portugal is offering a new service that allows, at the same time, to verify if the word I want to register is already taken as a domain and/or trademark in the country, also detecting if that word is contained in an existing domain or trademark.
This new tool will help prevent conflicts with trademarks and domains in Portugal, allowing the registrant to have a clear and precise idea of the situation in which its identity is in at the moment of requesting a domain.

NIC.PE: New Strategies for Companies.
The Telecommunications company, Red Cientifica Peruana (RCP), hopes to equip in the next 3 years up to a million of small and medium enterprises (SME) with an institutional web site, as part of a platform that helps their competitiveness.
“90% of the SME do not have identity on the Internet. We want all to use the domain .pe as a DNS symbol. We hope to launch this mechanism with strength in 2010”, asserted Rolando Toledo, general manager of RCP.
Also added that the Information and Communication Technologies (IT) will help SME to compete with national and foreign pairs, in the frame of commercial agreements in which Peru has subscribe, Andina announce.
He explained that technology tools will facilitate the marketing work of those businesses and will allow entrepreneurs to dedicate to their products.
Declared, “development of platforms for security, connectivity, electronic business, online service systems and accounting programs. SME need these tools that are used by bigger companies”.
On the other hand, stated that the sector has been able to bear the international crisis and that are reactivating some projects that delayed the investment plans of the RCP due to the international financial crisis.
Said, “we will grow 10% this year. The second semester of 2009 will be very interesting although we are conservatives. We hope to a turnover of almost US$5 million”.
Toledo estimated that by the end of the year they would have given their clients close to 50 thousand internet domains and mentioned that they count with thousand bloggers in their free blogs service or personal logbooks of Internet.
Concluded, “this is a long-term marketing bet. Just by developing the blog platform and being successful will benefit us as business through the publicity that is put in these spaces”.

New operator for ccTLD .CO
Eduardo Botero from the Ministry of Communications in Colombia has informed that the process of Tender for ccTLD .CO in Colombia has concluded and that the consortium that won the Tender was .CO INTERNET S.A.S. This is a Colombian company that resulted from the interest of an important group of Colombian companies, Arcelandia S.A. and NeuStar, an American company with a lot of experience in the domain registration business.
The management structure for the service of .co domains is compose of Eduardo Santoyo (ccTLD manager), Juan Diego Calle (CEO of .CO Internet) and Nicoli Bezsonoff (Project Director).
The new policies, that, along others, will open the registration on the second level, the integration of IDNs and make the registration the process more time effective, also the appearance of Registrars and the development of spaces and mechanisms of protection of rights and the solution of controversies.
Important points:
· The domain registration will be completely open.
· More competitive and accessible prices are expected
· For the launching of the second level, once of the requirement of the Ministry is have a gradual offering (Sunrise).
· For domains of second level those who have registered a domain before the approval of the new politics (July 30th, 2008) will have priority.

Opening Pricing for Domains .MX
Starting on September 1st, a special pricing scheme will be in place. During this scheme, the initial registration fee for domain names directly under .MX will start at USD $1,000.00 and will be decreasing gradually over the time to be as low as USD $35.00 on October 31st. After this date, the regular registration fee will be set at USD $50.00.
NIC Mexico also confirms that the registration fee for the other classifications (.COM.MX, .ORG.MX, .EDU.MX, .NET.MX, .GOB.MX) will not be increased.
It is possible to obtain better prices registering your domain through an accredited registrar.

Government and Banks will create “banco.ar”.
With the creation of the new extension “banco.ar” it is seek to hinder virtual fraud against users of Home Banking in Argentina.
The creation of this extension will give even more strength to the idea of creating new secure spaces in the virtual world through restricted domains that will allow more security for users.
Brazil already adopted this idea creating the extension “B.BR” that can only be used by financial entities that accredit a high level of security against virtual fraud.
Some weeks ago the national government and banks that operate in the country started to work on the creation of this extension oriented specifically for Argentinean Banking activities, with the objective of reducing virtual defraud cases, known as “phishing”.
“Phishing” is the capacity of duplicating a web site to make the visitor think that the web site is the original, instead of the forged. The idea of the mislead is to acquire confidential information of the user, like password, credit card or financial/banking information.
The criminals take advantage of the expansion of the Net, formed by millions of users, where the target never gets exhausted. However, phishing frauds have become more sophisticated and the criminals have developed “a threat thought for each user (thought for each user)”: The banking fraud is the most usual professional computing crime. The criminals attack the system in their weaker link: the client, or now even more, its personal computer.

Rick Latona comments on his blog that on June 23rd. Colombia will be accepting bids to manage the .co extension. His source tells him that “Verisign, Straat Investments, Affilias, Argus and Technology Services (GTS), among others, have all expressed interest in and will most likely place bids to be the administrator of the extension.”
